In the first window of the Paint.NET installation wizard, mark the item "Custom", select a language and click Next.

Installing Paint on your computer

There are two versions in the archive
XP_mspaintxp.exe (classic from Windows XP) launch and use
ms_paint (new version with Windows 10) to install it you need:
