In the winter of 2014, residents of Moscow and the region became able to transmit water meter readings through the Gosuslugi portal. The GU IS coordination center, which previously performed the function of data collection, stopped working. There is no news yet about whether there are plans to allow regions to send data via the Internet.

It will not be possible to submit water meter readings through the All-Russian format “Gosuslugi” - you need to use the regional website www.pgu.mos.ru.

PGU.MOS - what kind of site is it?

PGU.MOS.RU – website public services Moscow, which is being developed by the capital’s IT Department. The portal includes all services provided by the capital's authorities to Muscovites.

To be able to send meter data online, you will have to visit the MFC (or the local State Services service center) once and transfer the primary information to a specialist - subsequent payment will depend on these readings. Register for PSU. Fill out all fields of the form presented in Fig. 1, and click the green “Register” button.

After registration, go to the section "Apartment, housing and communal services" in the list on the left.

Please pay Special attention for such moments:

  • Information is entered from the 15th of the current month to the 3rd of the next. If it is late, the data will be carried over to the next reporting period.
  • Water meter readings via the network must be entered regularly - a gap of no more than 2 months is possible. If you have not sent data through Gosuslugi for three months, you will have to go to the MFC again and submit initial testimony.
  • If you installed a new meter, you will not be able to send water meter readings through State Services - you need to go to the MFC.
  • The value you indicate cannot be less than the calibration or previous value.
  • The entered value should not exceed the water consumption standard, which is 11.68 cubic meters per person. m. per month.

On the same page there is a list of information necessary to use the service (payer code from the receipt and the readings themselves) and information about the deadline for transmitting information (1 day).

After reading the page, click “Get a service”.

Indicate the payer code - the ten-digit number found on the receipt. Then click Continue.

Advice: If you receive a message that “The payer code was not found in the system,” you should contact the MFC or the local State Services center to clarify the code.

In the “Instrument readings” block, write down the address and add information about water consumption.

Data for hot and cold water are indicated separately.

Click “Submit readings” - this will complete the procedure for transmitting water meter readings through the “State Services” portal.

What if I made a mistake?

Data can be deleted by clicking on the red cross next to the value in the “Instrument readings” block; however, there are restrictions on deletion:

  • If the data was sent before the 20th, it can be corrected without restrictions; if after 20 - only within 24 hours from the moment of the operation. If you miss the deadline, you will have to contact the local State Services center with a request for an adjustment.
  • Data is deleted only for the current month and the next two.
  • Only sequential deletion is possible: if the user has entered data for the current and next periods, then the value for the next period is first deleted, then for the current one.
  • The user does not have the right to delete or correct information entered by an employee of the State Services center.

How are readings taken?

Errors when transmitting water meter readings are punishable by a fine, so you need to be careful. Knowing the following rules will help you when working with the meter:

  • The initial data is taken from the statement provided by the master who installed the meter.
  • Let’s define it right away: in one cube. m. liquid 1000 liters. The last three digits, which differ in color, count hundreds, tens and units of liters, and the first five reflect the number of whole cubic meters consumed.

When submitting information online through “State Services” you need to write full meaning(including liters), whereas, for example, when supplying via SMS, only whole cubic meters are sufficient. m.

Please note: If all the numbers on the meter are the same color, then this model does not count liters.

  • The volume of water consumption for a month is the difference between the current value and the data of the previous period.
  • The cost of one cubic meter of water is set by municipal authorities and is different in each region. To find out how much you need to pay, just multiply the price of a cubic meter by the number of cubic meters of water consumed per month.
  • The counter can “lie.” In order for it to give objective results, you need to monitor the condition of the plumbing and household appliances.

The transfer of water meter readings through Moscow's State Services is called the most in a simple way, however, there are doubts about the validity of this statement. On thematic forums, dissatisfaction is actively expressed that “State Services” impose unnecessarily high demands on registering citizens. Dictating data over the phone or sending it via SMS is much easier than linking all kinds of communication means to an account on the PSU website. Therefore, the emergence of the ability to send water meter readings online has, alas, not yet become a breakthrough.

In order to pay for cold and hot water supply services, data on the water used by the meter must be transferred to the appropriate authorities. Before transmitting information, you need to learn how to take readings from a water meter. We will help solve this problem.

Types of water meters

There are only two types of water meters; understanding them will not be difficult. They differ from each other in the color of the markings and inscriptions on them:

  1. Black or blue. The meter is designed to account for cold water.
  2. Red. The meter is designed to account for hot water.

The use of a red meter for cold water metering is not prohibited, so two identical meters can be located nearby at the same time. In order to take readings correctly and transfer them to the water utility service, you need to determine which meter belongs to cold and which to hot water.

How to determine which meter is cold and which is hot

If both water meters have red markings, then you should determine which one belongs to what. To do this, there are two ways to determine whether a meter belongs to a hot or cold water supply:

  • Location relative to each other. According to the standard, the cold water meter should be located lower than the hot one. This condition is not mandatory, so during installation the meters can be located in a way that is convenient for the master. This can make it difficult to determine which meter is which.
  • Turning on the water. To accurately determine which meter belongs to cold water, regardless of their location relative to each other, you should open the cold water tap. After opening the tap, one of the meters will begin to rotate, this will be the cold water meter.

Numbers on the meter

Water meters have 8 rotating cells on which numbers are displayed, which constitute the meter readings necessary for the transfer of water.

The last three cells display liters of water used. The first five refer to cubic meters.

After reaching the numbers 999 on the last three cells, they are reset, and the fifth cell is wound up to the number 1. As water is used, reaching the number 9 on the cell leads to the transition of the left sector to +1.

What numbers to consider when transmitting meter readings

When transmitting meter readings to the water utility service, you should record the data in the first five cells. The last three do not need to be written down, but you can round off the fifth digit to account for them.

Example. If the following data is marked on the meter: 00213 621, then the following data can be submitted to the water utility service: 00213 or the following: 00214 in favor of rounding to the nearest liter.

Water consumption accounting

If you are using a new meter, then you do not need to calculate the monthly water consumption; it is displayed in the first five cells and corresponds to cubic meters. If readings are not taken for the first time, then the previous ones should be subtracted from the new meter readings.

Example. If the following data is marked on the meter: 00213 621, and in the last reading period it was: 00208 002, then the consumption can be calculated by simple subtraction: 00214 (taking into account rounding to liters) – 00208 = 6 cubic meters.

When transmitting data about used water, the readings from the cold and hot meter are summed up, and the readings from the hot meter are indicated as water heating in cubic meters.

Example. If the water consumption according to the cold meter is 6 cubic meters. m, and hot 2 cubic meters. m, then the cold water consumption is calculated as follows: 6 cubic meters. m + 2 cu. m = 8 cu. m. Water heating is installed in a volume of 2 cubic meters. m.

Payment for sewerage is carried out for the volume of hot and cold water used together, i.e. will be 8 cubic meters. m.

It is not difficult to take into account water consumption according to the meter readings yourself. The readings transmitted to the water utility should be recorded for ease of accounting for consumption in the next period.

Monthly citizens Russian Federation must transmit cold and hot water supply meter readings for accounting to the appropriate organization that controls the consumption of water resources. Now this can be done in several ways: fill out a receipt and submit it to the HOA, carry out phone call to the customer service department of the management company or enter information online. Currently, in some regions of Russia it is possible to send water meter readings through the single portal Gosuslugi.ru. Instructions: how to submit water meter information through State Services

In the menu on the city services website pgu.mos.ru you need to find the subsection “Apartment, Housing and Utilities” and click on the item “Receiving readings from water meters”:

After this, the user will need to familiarize himself with the information about the service provided and click on the “Get service” button:

  1. At the first stage, the user needs to enter information about the main documents. You must indicate your personal account number in the “Payer Code” field (consists of 10 digits) and the number of the apartment where the water meters are installed. If you have already used this electronic service, then you only need to select previously entered and saved data.

The payer code is on every payment receipt utilities– it can be found in the upper right corner of the paper copy. After entering the information, click the “Continue” button:

  1. In the second step, you should enter meter readings (metering devices). “Payer Data” will also be displayed here, but it will not be possible to change this block. Next, you can see current data for the current month and the previous 3 months.

Additionally, you can rename counters. If it is not possible to view information on a meter, this means that its verification period has expired. To get information about the meter, you need to click the “?” button, which is located next to the name of the meter.

To directly submit information about water through State Services, you need to enter the current readings of your water meters in the appropriate fields of the electronic form (remember that water consumption is measured in cubic meters).

After sending the information, a message will appear stating that the data for the DHW and cold water meters has been entered correctly and you need to click the “Continue” button. Once the download is complete, a notification will appear indicating that the system has successfully accepted your information.

When to send meter readings

It is important to send data on water consumption for the current period from the 15th of this month to the 3rd of the future. If you enter information earlier or later than the deadline, it will only be taken into account in a future period.

Existing restrictions when submitting information about water

There are some restrictions for entering water meter readings through State Services:

  • it is important to further clarify information about the availability of the ability to enter information about water in your city/region;
  • only individuals can submit water data through State Services;
  • You cannot enter information if a new meter has just been installed (in this case, before you start submitting readings, you must invite a specialist to take the primary data);
  • It is prohibited to enter readings online if you have submitted water data in other ways within 3 months (you can resume the ability to use the service through the State Services Center);
  • you can skip the transmission of readings, but no more than 2 times - data for the missed months will be accepted in the next period;
  • testimony less verified and those entered in the previous month will not be accepted;
  • Only numbers and separators (period or comma) are allowed to be entered in the “Indications” field. It is important to enter no more than seven digits before the separating sign, and no more than three digits after the sign;
  • The information sent should not significantly exceed the water consumption standards. Currently, the rate of water consumption per citizen is no more than 11.68 cubic meters per month (of which 6.9 cubic meters of cold water and 4.7 cubic meters of hot water).

Possible inaccuracies when sending information about meters

When entering water meter readings through State Services, the following errors sometimes occur:

  1. If the program cannot find your payer code, you will need to visit the nearest government services center to clarify the correct payer code. Addresses of public service centers are presented at the link pgu.mos.ru/ru/md/;
  2. If the water meter information was entered incorrectly, the portal user has the opportunity to delete it and re-enter it. To do this, you need to click the “X” icon. You can delete entered data only for the current month within 24 hours after submission.

It is important to note that the payer cannot edit the data entered by an employee of the organization providing water supply services.

How to get readings from instruments

According to the legislation of the Russian Federation, all apartments must have meters installed that monitor the consumption of hot and cold water. As a rule, metering devices are installed in the toilet or bathroom.

First, you need to decide which meter is responsible for hot water and which one is responsible for cold water. Most often, they can be distinguished by color: the cold water meter is usually blue, and the hot water meter is red. If your meters do not differ in design in any way, then you can simply open the water tap and let the water flow, then the impeller will start rotating on the corresponding meter.

In order to get meter readings, just look at the dial windows. Each meter has 8 digits - the first 5 show how many cubic meters of water were consumed, and the 3 digits after the dividing mark show the consumption in liters. It is this information that needs to be entered on the city services portal.

Important! Regularly monitor possible leaks in water supply pipes in your apartment and eliminate them in a timely manner, otherwise you will be overpaid for the water consumed. To do this, you need to turn off all the taps and see if the meter arrows are spinning.
