The results of the socio-economic development of the region in the first half of 2019 were discussed at a meeting of the Government of Bashkortostan

On July 31, Acting Head of Bashkortostan Radiy Khabirov held a meeting of the Government of the Republic, at which the results of the socio-economic development of the region in the first half of 2019 were discussed. It was attended by heads of ministries and departments, as well as heads of municipalities in the format of a videoconference.

In general, the year for the republic is developing positively. According to some indicators, there is an excess of the predicted values, - said Radiy Khabirov. - The industry is growing at a good pace. For the first time in agriculture last years came out 100 percent. The construction sector has significantly improved its performance. Here we are in the black in all respects. Housing commissioning increased by 13.4 percent. The situation in the sphere of trade has improved – growth by 3.2 percent. According to this indicator, Bashkortostan is the second in the Volga Federal District and in the top ten regions in Russia. I think this is a consequence of the real growth of wages and the purchasing power of the population. It is important that unemployment is decreasing and the labor market feels stable.

The head of the region noted the need to address Special attention on demographic issues, primarily on the decline in the birth rate and the causes of death from diseases and traffic accidents.

The profile vice-premiers made detailed reports on the main directions of development of the economy and the social sphere.

And about. Deputy Prime Minister - Head of the Office of the Government of the Republic of Belarus Ilshat Tazhitdinov said that according to the results of the first half of the year, the industrial production index increased by 4.4 percent in the republic. Data on investment indicators for six months are expected only in August, but in the first quarter alone, 40.2 billion rubles were invested in the region's economy, which is 4.3 percent higher than the same period last year. Investchas also makes a significant contribution to these figures. Since the beginning of the year, they have considered 71 investment projects with a total investment of more than 132 billion rubles and the creation of about 13 thousand jobs. Positive trends are observed in the replenishment of the treasury. Since January 1, the republic's consolidated budget has received 87 billion rubles of tax and non-tax revenues. Excluding one-time payments, receipts increased by 7.6 billion rubles (9.6 percent). According to this indicator, Bashkortostan ranks third in the Volga Federal District.

With demography as the main challenge for the management team of the region, Acting began her speech. Deputy Prime Minister Lenar Ivanov. For five months of 2019, a decrease in the birth rate and a natural decline in the population are recorded. Ways to address these issues are laid down in the national project "Demography". For example, mechanisms are being additionally introduced to promote the employment of women, ensure the availability of preschool education, and look after children aged one and a half to three years. This measure, according to Lenara Ivanova, will increase the employment of young mothers, create conditions for an increase in the birth rate and real incomes of families.

Much attention in the republic is paid to the construction of medical institutions and increasing their accessibility for residents. So, in Ufa, construction began on the largest medical facility in recent years - a new surgical building of the Republican Cardiology Center. By the end of the year, it is planned to put into operation two large polyclinics and about 25 feldsher-obstetric stations. The construction of new polyclinics in Tuymazy and Dyurtyuli, as well as a medical building in Yazykovo, is proceeding at a high pace. This year, a dairy factory-kitchen in Sterlitamak began its work. Until the end of the year, such objects will appear in Oktyabrsky, Sibay, Neftekamsk and Beloretsk.

Lenara Ivanova also noted the positive dynamics in the labor market: the unemployment rate decreased from 4.9 to 4.5 percent, the wages of public sector workers increased by 8.8 percent.

The acting director spoke about the implementation of priority investment projects for the construction of new, expansion and reconstruction of existing industries. Deputy Prime Minister of the Government of the Republic of Belarus Raif Abdrakhimov. Since the beginning of the year, 172 investment projects have been considered for a total of 709.9 billion rubles, which will create over 30,000 new jobs. In the construction industry, along with the growth in the commissioning of housing volumes, social infrastructure facilities are being built. In six months, a sports training center in Ufa, a polyclinic in the Ilishevsky district, schools in Blagoveshchensk and Karaidelsky districts, sports and recreation and shopping complexes in the Ufimsky district, Blagoveshchensk, Beloretsk and Neftekamsk were built in the republic. By the end of the year, another 62 social and cultural facilities are to be commissioned.

The results of the first half of the year in the housing and communal sector were reported by acting. Deputy Prime Minister - Minister of Housing and Communal Services of the Republic of Belarus Boris Belyaev. The pace of overhaul, comprehensive re-equipment of houses, public areas, lighting of streets and courtyards, carried out under numerous federal and republican programs, will allow residents of cities and regions to significantly improve their housing and communal conditions by the end of the year. The heating season has passed in the normal mode, preparations are being systematically made for the uninterrupted functioning of the housing and communal services system in the coming autumn-winter period. Gradually, issues with the disposal of municipal solid waste are being resolved.

“Here it should be emphasized that we have the lowest MSW tariffs for the population in the republic: 70 rubles for townspeople and 35 rubles for villagers,” said Radiy Khabirov. - Bashkortostan took on this burden to reduce the burden on our citizens.

Following the meeting, the Acting Head of Bashkortostan gave the necessary instructions to the heads of ministries and departments. One of the main things is to intensify work on attracting federal funds provided for the implementation of programs for the integrated development of rural areas, the construction of roads, bridges, infrastructure facilities, etc.

- The Republic allocates more than 80 percent of its treasury for social needs, and only 0.3 percent for the development of the real sector of the economy, which gives growth and additional income, - said Radiy Khabirov. – It is clear that we have a lot of questions and we are “putting out”, if I may say so, serious social “fires”: we are repairing roads, landscaping yards, replacing worn-out buses, and eliminating school toilets on the streets. People are waiting for solutions to these problems. But we need to understand that 0.3 percent is not a development strategy for the republic.

The head of the region instructed the Government of the Republic of Belarus to study the feedback from representatives of small businesses in the field.

“We are creating a friendly interface for small and medium-sized businesses, organizing regular meetings, opening houses and business centers for the convenience of work,” said Radiy Khabirov. - And what is Feedback? What has changed during this time?

Noting the improvement in the work of the MFC in the provision of state and municipal services, Radiy Khabirov instructed to expand their range up to obtaining the results of medical tests. Moreover, such an experience is being successfully implemented in Moscow.

The task was also set to speed up the equipping of dental offices in schools, primarily in rural areas, so that they were provided with doctors and consumables.

“We will consider the results of the first half of 2019 to be quite good,” summed up Radiy Khabirov. – Although there is room for improvement and improvement. Don't slow down.

National projects in the Republic of Bashkortostan: Ministry of Economic Development of the Republic of Belarus on the implementation of public investments in terms of construction of facilities

On April 16, 2019, the head of the Department of State Programs of the Ministry of Economic Development of the Republic of Bashkortostan Svetlana Malinskaya took part in a round table, the topic of which was the implementation of national projects "Housing and the urban environment in the Republic of Belarus", held as part of the Spring Forum of Housing and Public Utilities and Construction.

In particular, the step-by-step procedure for including objects in the republican targeted investment program is presented, the need to justify the need for the construction of a particular social facility on the basis of the standards approved by the Decree of the Government of the Republic of Bashkortostan dated February 12, 2018 No. 60 is noted, new requirements for conducting an integral assessment of the effectiveness of investment projects.

Taking into account the tasks set by the leadership of the republic of the Ministry of Economic Development of the Republic of Belarus, the issues of high-quality development of budgetary funds allocated for these purposes are kept under special control.”

Today, hardly any of us could imagine our life without information technology. Recently, there has been an active introduction of various automated systems in the work of enterprises. This also applies to public procurement. The introduction of an automated information system for state orders, designed to put the procurement process on a modern footing, to apply an automated solution in the public procurement system, is a purely personal decision of the head of a state enterprise. From the point of view of the manager, it is easier to implement an information system and directly using it to receive ready-made reports and be sure that all processes in the field of public procurement are under close control than to rely on the correctness and speed of reporting by company employees.

The law does not provide for mandatory implementation of the state order AIS at the enterprise, but, on the other hand, the law requires certain actions to be taken in accordance with the regulations, and it is much easier to comply with them when there is an orderly Information system, which helps to most quickly and legally correctly place tenders.

Of course, without AIS of the state order companies can be posted on the All-Russian official website, but if the head of the enterprise wants to streamline the procurement process within the company, introduce any information Technology, i.e. coordinate certain purchases within departments, determine budget limits for each of the articles, control that purchases fit into these budget limits, automatically announce tenders, automatically publish notices on the public procurement portal, and provide a number of other functions that allow you to track payments, give tasks to the accounting department for making payments, control the timing of the closing of certain contracts, then without the use of the AIS of the state order, these goals will not be fully achievable.

AIS of the state order - saving money and effort

Implementation of an automated information system will take a fairly large amount of time, these parameters depend on the volume of automation in each individual case. For example, the creation of a conventional public procurement portal, with the simplest automation mechanisms, according to approximate reports, takes about a month, including design, development and implementation.

The cost of an automated information system may depend on a number of factors, such as the number of tasks assigned to the AIS, the amount of automation, system setup at the customer, system maintenance, and user training. Considering pricing factors, the cost AIS of the state order varies from one to ten million rubles. The self-sufficiency of the system, first of all, depends on the volume of the placed order (these are public procurements and others). It is generally accepted that savings when using AIS on the time resources of company employees, reducing the production cycle and other costs will be about 5-10% of the volume of the order, which is a guarantee of the return of funds allocated for the implementation of the information system.

Whatever it was, but it is not necessary to completely exclude the human factor. Because even the presence of an automated information system implies the presence of a specialist who will work with it. As already mentioned at the beginning, whether to introduce such a system into the work of an organization or not is a personal matter for everyone. But keep in mind that in the future it is planned to completely switch to electronic document management. Electronic document management is a more convenient and practical system. Any enterprise, even not the largest, always has a huge amount of documentation. And working with it (especially the search for archived data) is painstaking work. Requiring time and patience. Automated search systems are great opportunity at times speed up and simplify any work with documents. And, most likely, in the future, all public procurement will be carried out with its help.

AIS "GosZakaz" is automated information systems which provide an opportunity to automate the activities of control bodies and customers. That is, support is provided in the organization of procurement procedures. At the same time, the system can send additional control notifications, which minimizes violations of the law.

This system created on the basis of the current legislation of Russia in the field of procurement.
